	Basin Electric supports ND lawsuit against MN Basin Electric is joining in a lawsuit filed Nov. 2 by North Dakota Attorney General Wayne Stenehjem against the state of Minnesota. The civil suit is asking a federal judge to declare a law passed by the Minnesota legislature in 2007 as unconstitutional because it interferes with interstate commerce. Along with the State of North Dakota and Basin Electric, Minnkota Power Cooperative, The North American Coal Corporation, the Lignite Energy Council, The Industrial Commission of North Dakota, and Missouri River Energy Services are all plaintiffs in the lawsuit. The Minnesota law prohibits the importing of electricity from new, large coal-based resources and from entering into certain power purchase agreements from coal-based facilities unless a utility has incorporated off-sets to reduce carbon dioxide. John Hoeven of North Dakota held a news conference on Oct. 25, 2011, to discuss the Coal Residuals Reuse and Management Act, which was introduced on Oct. 20 by him and US Sen. Kent Conrad. The legislation will ensure the safe and effective disposal of coal combustion residuals, a byproduct of coal-fired electricity generation that is also recycled as a valuable building material. Joining Hoeven at the news conference were supporters of the bill, including Basin Electric's Mike Eggl and MDU Resources President Terry Hildestad. 	New power line for the Montana Limestone Co. quarry On Oct. 3, the crushing and screening equipment used to operate the Montana Limestone Company quarry began to operate using electricity from a power line rather than from a diesel generator. For decades, the limestone quarry located 70 miles south of Billings, MT, had been set up as a portable plant. In the 1940s, it was started primarily to supply limestone to the sugar beet industry. The business grew, and Dakota Coal Company bought Montana Limestone in 2002. Montana Limestone became a subsidiary of Dakota Coal, which is a subsidiary of Basin Electric. Since then, the plant has increased limestone production to 650000 to 700000 tons per year. When Leland Olds Station's wet limestone scrubber begins operation, Montana Limestone will supply 150000 to 200000 tons of limestone per year to the plant, located near Stanton, ND. One aspect that made the Montana Limestone quarry plant portable was that the crushing and screening equipment ran on power from a diesel generator. This summer, a substation and nine-mile high-voltage overhead power line was built to the limestone quarry. The quarry's equipment began operation using electricity from the power line on Oct. 3. Kurt Kiser, operations manager at Montana Limestone, said, "This will be a great advantage. We won't have to maintain a diesel engine anymore, and we won't have to supply diesel fuel for the generator." 	First boom lift for new dragline at Freedom Mine This mid-July morning will be witness to a major milestone in dragline construction. (Travis Horning): "This would be the last one, and it's also the biggest milestone." They're going to lift the boom for the first time on the dragline at Freedom Mine. (Travis Horning): "Lifting the boom up does not take very long, anywhere from seven to twelve minutes, but it takes about three hours, four hours, to get prepped to raise the boom." Travis Horning is the project manager for The Coteau Properties Company. This dragline was brought to the Freedom Mine from Illinois. Crews have been rebuilding it since January of 2010. Today, there's a 20-person crew on site. To prepare to lift the boom, they're doing safety checks, and checking electrical and brakes. (Travis Horning): "They're making sure, first of all, that the electrics are running correctly, the MGs. Making sure that we have blowers, making sure the motors stay cool while we're raising the boom, making sure the fans all work. And then they're also checking brakes, we have to check all the brakes, to make sure they all open, function correctly. And then from there, we're watching pinch points while we raise the boom." 	South Dakota lawmakers learn about electricity, cooperatives The world of electricity generation and transmission is a complicated one. And it can be difficult to make decisions that affect that industry without working in it every day. That's why a group of South Dakota lawmakers is here at Basin Electric, to learn from some experts and also get a tour of the North Dakota energy trail. (question from lawmaker): "What can we do to influence the public's perception, not only our senators and congressmen, but what does the public need to what, what might they not know about what you just told us..." Charlie Hoffman is a representative from Eureka, South Dakota... one of about a dozen lawmakers taking the South Dakota Rural Electric Association up on a co-op tour. Once they've visited the cooperatives in their area, they travel to Basin Electric headquarters. They hear from CEO and general manager Ron Harper... and then from marketing, transmission, renewables and government relations. 	Grasslands bird tour done in Crow Lake Wind Project Jim Headley has studied this land for 40 years. It's the song birds that catch his eye. (Jim Headley): "When I go out, for instance, and check my cattle and I see a bobolink or grasshopper sparrow, I'll just write down the particular quarter of land it's in." So when Basin Electric told him they wanted to build wind turbines here, he wondered how it might affect the birds he'd see. (Jim Headley): "I've been paying particular attention with the turbines here because there's been a lot of things to read out there about disruptive habitat with wind farms." So he's been keeping track. He even hosted a birding tour, sponsored by a group called the Grasslands Coalition. Some of them got some great pictures. (Jim Headley): "The grasshopper sparrow. It's a really small sparrow that lives on the prairie. ... Eastern and western kingbirds. ... The bird actually opened its beak, and the picture shows the insect free of its beak, and the bird captured the insect again. And we've got that picture." The group was made up of ornithologists, professors, government officials and bird lovers. During their day, the group identified more than 50 species.
